City planning staff presented an emergency comprehensive plan amendment and related rezones intended to resolve inconsistencies between the comprehensive plan and the RS-20 zoning designation. Planner Matson said the change redesignates affected areas from a citywide 3to 6 units-per-acre designation to a 2to 5 units-per-acre designation and would replace the RS-20 zone with RS-15; the RS-15 zone would allow roughly 2 to 3 units per acre and reduce lot-size minimums to approximately 14,000— 15,000 square feet.
Matson told council staff added three parcels to the amendment for administrative efficiency and noted the item has undergone an extensive public process at the planning commission level. Staff requested council hold the required public hearing and consider adopting both the rezone ordinance and the comprehensive plan amendment; Matson cautioned that the two motions are interdependent and would need to be returned together if one fails.
