Founder Kelly Martin said the operator will staff the site 24 hours a day, use live‑in staff models, train staff in overdose response and partner with Hennepin County for referral intake. Martin described the program’s emphasis on preventing repeated homelessness and gave outcome figures for previous work: “we have helped…over 200 people in getting them into housing, and 70% of them are housed today,” she said. Martin also told commissioners that the organization aims to place families into more stable housing and, where possible, use internal housing access to reduce reliance on outside landlords.
Commissioners who supported the CUP highlighted that the program targets families, offers stability through longer stays and aligns with several comprehensive‑plan policies related to homelessness and innovative housing types. The commission adopted the CUP 5–0.
