The Coconino County Accommodation School District Governing Board approved the district's 2025–2026 Special Education Policies and Procedures during its Dec. 4, 2025 meeting. President Cheryl Mango-Paget made the approval and requested an external review of the Secure Care section by the Coconino County Sheriff's Office.
John Phelps, the district's director of exceptional student services, told the board he has been drafting the new policies since August to align with Arizona Department of Education requirements and said he was surprised by changes affecting preschool and private-school obligations. The board voted to approve the document and asked Phelps to forward the Secure Care section to the sheriff for review and to add page numbers before finalizing the publication.
Phelps described the work on policy updates as ongoing compliance work tied to recent ADE guidance. The board also recorded a procedural request that stakeholders who receive inquiries about preschool or private-school responsibilities direct them to Phelps so he can route them to the students' home districts as needed.
