Board weighs standardizing substitute pay amid staffing strain

Board President Mrs. Coral opened the committee meeting and the personnel committee reported 19 motions for action. Dr. Markley, who led the personnel discussion, said many items on the list are mandatory but asked the board to flag anything it wanted to discuss.
The meeting focused for nearly an hour on substitute staffing and pay. Dr. Markley reviewed the districts current two-tier substitute rates and suggested a single flat rate to make the district more competitive: "maybe you wanna look at 1 75 for everybody," he said. Board members asked for data to justify a change and whether retirees who currently receive the higher rate would be grandfathered. Mr. Weston, the administration lead, said substitutes either apply through HR or are certified through the BCIU program and agreed to have the business office run a report showing last years payments by rate.
Several board members stressed the operational impact of chronic shortage of substitutes and the strain on teachers and administrators who fill gaps. The administration agreed to gather counts of days subs were used, the number of retirees on the list, and to circulate that information ahead of a potential agenda motion. No formal vote on a rate change was recorded at the meeting.
