Piedmont adopts 2025 California building standards with local amendments

The Piedmont City Council voted unanimously on Dec. 1 to adopt Ordinance 786 N.S., which updates the city code by reference to the 2025 California Building Standards Code and includes Piedmont’s local amendments. Planning and Building Director Kevin Jackson told the council that the staff‑recommended local amendments were unchanged from the first reading.
Jackson said most of the adopted changes will become effective on Jan. 1, 2026. He cautioned that the REACH code amendments (part 6, the California energy code) will take effect only after the California Energy Commission (CEC) grants approval. Jackson thanked the fire chief, building official and sustainability manager for their contributions to the staff report and noted the item had been discussed at the council’s prior meeting.
Council members asked no substantive questions and there was no public comment; the vice mayor moved the motion and the measure passed unanimously. Staff said they will finalize implementation steps and return any CEC timing updates to the council.
