Council reviewed alternatives for Park Street and selected Alternative 1, which adds buffered bike lanes through much of the corridor and removes on-street parking in zones B, C and D. Staff presented safety data showing 109 reported crashes in recent years (five with injuries and two pedestrian fatalities) and speed data that found "75% of vehicles are exceeding the 25 mile per hour speed limit, and the 85th percentile speed is 33.1 miles per hour." Staff said Alternative 1 would remove about 23 on-street parking spaces overall but would create a safer and more connected bicycle corridor while maintaining two travel lanes and turn lanes.
Council heard substantial public comment from local bicycle advocates and residents; the city also recorded 149 survey responses (46% of respondents preferred Alternative 1 and, together with Alternative 2, 73% of respondents supported making a change). After discussion about parking impacts, delivery truck access and winter snow plowing, Councilor Marcus Serta moved to select Alternative 1 and direct staff to proceed with final design and implementation; the motion was seconded and carried unanimously.
