The board authorized a cost-sharing agreement to fund an independent and impartial consolidation study in coordination with Central Marin partner agencies and the Marin Local Agency Formation Commission (LAFCO).
Staff described the package as a cooperative effort among the JPA member agencies and LAFCO; the preliminary budget for consultant work is roughly $200,000, and RVSD's share at a 40% allocation is estimated at $80,000 and was anticipated in the FY27 budget. The agreement covers consultant deliverables, a cost-sharing formula (RVSD 40%, SRSD 40%, SD2 20%) and LAFCO's administrative costs for the consolidation committee, which will be Brown Act compliant.
The board voted to authorize the general manager, subject to counsel review, to execute the cost-sharing agreement and to proceed with the consolidation committee process.
