RVSD board accepts WRE memo, will continue paying CMSA bills under protest

The decision is procedural rather than a court ruling: paying under protest preserves RVSD's contractual position while the membership dispute proceeds. Staff said that continued information requests and transparency efforts will be pursued; members also discussed formal FOIA-style requests to obtain CMSA data if necessary.
