During the orientation the city manager reviewed changes to the state open meeting law enacted in 2024 with additional 2025 tweaks and clarified how the rules apply to city bodies. “A public body are all our decision making bodies ... we cannot conduct virtual only meetings,” the manager said, noting the distinction between decision-making bodies (which may be hybrid) and advisory committees (which may meet virtually only).
The manager added that the city practices hybrid meetings where practicable to increase accessibility but said some events, such as an in-person-only budget open house, are better done in person for effective interaction. Councilors asked for clarification and were told the manager and staff will provide training and reminders about open-meeting and ethics responsibilities.
