Chair John Alden presided over the Development Review Board on June 18, 2026, when the board voted to approve a preliminary plat for a seven‑lot subdivision at 11 Meadow Terrace proposed by the Center for Technology Essex. The board discussed lot layouts, potential boundary adjustments and stormwater easements before taking the final vote.
Applicant Scott told the board the proposal continues a multi‑year project tied to the Center for Technology Essex building trades program and that the current submission adds detailed house footprints, utility connections and conceptual grading. Scott said the proposed lots are buildable and acknowledged one small strip of land on the southeast edge that the applicant intends to pursue as a boundary‑line adjustment with adjacent owners. "I move that the DRB approve the preliminary plat for the proposed 7 lot subdivision at 11 Meadow Terrace in the R 1 District by the Center for Technology Essex, owners with conditions as proposed and as discussed," a board member moved prior to the vote.
Board members asked staff and the applicant to document outreach to adjacent property owners if boundary adjustments are pursued and to confirm maintenance and easement arrangements for stormwater facilities as the project advances. Following the motion the chair called for the vote and announced, "Motion carries." The approval was recorded with the conditions discussed in the hearing; the applicant will return with final materials addressing any outstanding items noted in the staff report and by the board.
Next steps: the applicant will complete any needed boundary adjustments or document outreach, finalize easement language for stormwater practices and submit the final plat package and permit applications in accordance with city procedures.
