Council told comprehensive plan update will align with 2024 strategic action plan

The city manager told the council that the comprehensive plan update will be more detailed than the strategic action plan and must meet statutory requirements. “The comprehensive plan is a required document if the city wants to have zoning regulations,” the manager said, adding that the plan must be completed every eight years and will include required topics under state statute.
Councilors were told the new plan will incorporate recent regional changes, housing goals and previous local efforts including the Connect the Junction plan. The manager said staff will integrate department work plans and other pieces of local planning into the comprehensive plan process and that community engagement will shape future land-use maps and policy language.
