City manager leads orientation, framing strategic plan and upcoming comprehensive plan

The city manager led a council orientation on May 13, reviewing the city’s 2024 strategic action plan and how it will guide immediate priorities. The presentation emphasized six pillars from the strategic action plan and noted that department work plans and the capital plan will be aligned to that framework.
The manager explained the council–manager form of government, saying the council sets policy while the manager prepares and administers the budget and oversees implementation. “The council is the policy setting board, and the manager is the chief administrative officer,” the manager said. The orientation included an overview of required statutory roles — for example, the zoning administrator, police chief, fire department and city clerk — and guidance on when staff follow statutory limits on assignments.
Councilors asked procedural questions about communications and were told to send operational questions to the manager or copy the manager on department head emails so all members receive the same information. The manager said staff will provide facility tours and periodic reporting tied to the strategic plan through the budget and the upcoming retreat.
