Union City plans smoke-and-dye testing after sinkhole found in Municipal Lot #1

Union City streets staff reported plans to repair sinkholes and deteriorated storm infrastructure in Municipal Lot #1, with immediate work and follow-up testing.
Streets Supervisor Bob Phillips told council that Mansfield will fill the sinkhole, replace approximately 10 feet of pipe and install a new catch basin. After those repairs, staff intend to perform smoke-and-dye testing to identify additional leaks in the storm system. The borough is awaiting cost proposals from JT Patching and Paving and Cross Paving to repave the affected area and the catch-basin zone in Municipal Lot #2. Business owners near the work and the Union City Volunteer Fire Department will be notified before testing begins.
Borough Manager Cindy Wells and the streets supervisor met with Solicitor Tim Wachter to review options; no formal contract award was recorded in the meeting. Council did not take a binding procurement vote at the Sept. 16 meeting but directed staff to obtain quotes and schedule the testing and repairs.
