County presents 90% plans to relocate Saint Mary's Cove boat ramp; FEMA reimbursement progress reported

County staff and AMI engineer Zach Morris presented 90% construction documents for reconstruction and relocation of the Saint Mary's Cove boat ramp, recommending moving the launch approximately 100 feet upstream to a deeper, less scour-prone location.
Zach Morris described technical details: replacing articulated concrete blocks with riprap on geotextile, installing a fiber-reinforced-plastic wall filled with concrete for the launch, providing scour protection at the ramp end and creating a straight asphalt approach so trailers can back up safely. "We're very confident in that design," Morris said, citing cross sections, riprap median diameter of about 1 foot (d50) and other scour-protection details.
County staff also updated the board on FEMA and grant coordination: the county reopened its FWC grant closeout, has submitted plans to FWC for comment and is engaged with FEMA on reimbursement eligibility. A county project manager said recent higher-level FEMA engagement and responses to RFIs improved the county's prospects for reimbursement on several recovery projects, though final payment is not guaranteed until FEMA completes review and issues payments.
Public commenters asked about parking and future restroom/building plans; staff said the design allows for those future additions but construction funding for those items has not yet been secured.
