One commissioner said the comp plan emphasizes protecting agricultural land, while others said narrowly sited dwellings can enable farm transitions and keep land in production. Staff’s analysis found that the site meets soil and setback standards; the commission attached three conditions and forwarded the recommendation to the county board on Aug. 11.
