The Placentia City Council voted on the first reading of Ordinance 2025-03 April 15, adopting changes to the municipal code intended to streamline permitting for special events on public property. Staff said the rewrite centralizes special-event permitting in chapter 14.18, allows the city administrator or a designee to approve or deny suspension of regulatory ordinances within 15 days of receiving an application, and retains the council’s authority to approve fee waivers for staff, supplies or facility use.
Staff told the council the ordinance removes Chapter 13.60 (parades) and recodifies those rules in Chapter 14.18, sets a 60-day application deadline for events, requires indemnification and liability insurance as determined by the city’s risk manager, and allows the city administrator to refer events requiring substantial city resources back to council. After a public hearing with no public testimony on this item, councilmembers moved and seconded the item and approved it on the record; the staff report said the ordinance was exempt from CEQA as stated on the agenda.
Council members asked clarifying questions about common practice in other cities; staff responded that similar delegations to the city administrator were customary and that regularly scheduled city events or city-partnered events remain exempt from the full permitting process. The council approved the item by roll call vote (5–0) on first reading.
