Planning commission approves waiver to reduce driveway separation on Ebenezer Road

The York County Planning Commission on Aug. 10 approved a land-development waiver for a property at 2272 Ebenezer Road, allowing a reduction of the required driveway separation from 220 feet to 154 feet. Staff described the request as necessary because there is no other compliant access on the lot; the applicant, represented in staff materials as Zach Wooten of Innate Automation LLC, proposed a roughly 4,500-square-foot warehouse/office and an upgraded driveway access.

Staff member (speaker 3) told commissioners the waiver met the criteria because no reasonable alternative access exists and the proposed access would facilitate safe movement to and from the site. Adjacent property owner Richard Mangum (2260 Ebenezer Road) testified in the public hearing, saying he supported the applicant but worried about morning queuing near a daycare across the street: "I'm just concerned, you know, just make sure that, you know, traffic in there can be backed up in the morning." Commissioners asked staff about traffic counts and were told the travel-impact analysis did not require further mitigation for the proposed use. After public comment and questions, a commissioner moved to accept staff's recommendation and the commission voted in favor.
