Township solicitor outlines recent 2nd-class code changes: audits move to June 30; memorial spending authorized

The township solicitor updated the board on changes to the 2nd Class Township Code enacted by the legislature and signed by Gov. Josh Shapiro.
"On July 12, governor Shapiro signed 2 bills that amend the 2nd class township code," the solicitor said, summarizing that Act 24 of 2025 moved the annual audit and financial-report filing deadline from April 1 to June 30 and that Act 25 of 2026 authorizes townships to pay for memorials for first responders. The solicitor said both bills take effect in September.
He also reviewed a recent Pennsylvania Supreme Court decision and related guidance that limits how municipalities may condition public comment and agenda amendments, noting that municipal practices requiring speakers to give addresses may be disfavored by court guidance.
