Commission forwards updated CEQA guidelines to City Council

Commissioners asked about recent case law on VMT thresholds and whether Placentia intends to update its VMT/TIA technical analyses; staff said the guidelines reference the city’s VMT screening tool and that any separate traffic-impact/VMT updates would be completed independently and based on the technical record.
Commissioner Guerrero moved to forward the updated CEQA guidelines (resolution PC 2025-07) to City Council; the motion was seconded and passed on roll call.
