Council seeks bids, negotiates with Galaxy on fleet fueling; authorizes tank removal bid

City staff and a private operator discussed options for fuel supply and underground storage-tank replacement during the council’s FY 25–26 capital improvement program presentation. Jim Karopoulos, representing Galaxy (speaker 21), said the company regularly holds 15,000–20,000 gallons in underground tanks at the site and that the company has been a designated emergency fuel provider by major brands, which provides priority access in rationing scenarios.
Karopoulos told the council, "The city purchases approximately 5,000 gallons of gasoline, 1,000 gallons of diesel per month for a total of approximately 6,000 gallons," and said Galaxy can dedicate dispensers for city vehicle use during emergencies. Staff presented two options for tank replacement (remove and fuel off-site at ~$220,000 or replace tanks at ~$1.1M) and noted Galaxy offered a revenue-sharing arrangement and potential generator installation. The council voted to authorize seeking a second bid to remove the existing tank, obtain a bid to install a new tank, and continue negotiations with Galaxy; that motion passed by roll call (3 yes, 2 not voting).
