Council waives facility fees for Celtic Festival; member recuses

Council approved the staff recommendation by recorded vote: 3 yes, 1 not voting, 1 recusal. Staff said the alternative — waiving all fees — would have cost the city about $11,000.
Staff noted the event organizers had completed insurance and PD coordination and that multiple departments (Community Services, Public Works, Police, Fire) were involved in logistical planning.
