Placentia council approves expanded street-rehab funding plan, 4–1

The council approved staff’s recommended Funding Scenario 2 for the fiscal year 2025–26 streets program after a study-session presentation from Public Works.
Deputy Director Gabriel Guerrero presented two scenarios: Scenario 1 (external funding only, roughly $2.6 million total construction budget) and Scenario 2 (adding $2.3 million in local Measure U funds for about $5.0 million in construction funding). Under Scenario 2 staff proposed a mix of preventative maintenance (slurry seal) and rehabilitation to treat more miles and defer more costly reconstruction later. "Staff's recommendation is to proceed with Funding Scenario 2," Guerrero said.
Councilmember discussion focused on trade-offs and on which other CIP projects would remain unfunded if Measure U were allocated to streets. A council motion to adopt staff’s recommendation was moved and seconded; the roll-call tally recorded four yes votes and one no (Councilmember Yamaguchi).
Guerrero provided estimated construction figures: treating approximately 400,000 square feet with preventative maintenance and 650,000 square feet with rehabilitation under Scenario 2, with a staff-estimated construction cost around $4.3 million for the prioritized scope shown to council. Council voted to incorporate Scenario 2 into the FY 2025–26 CIP budget.
