Franklin approves $25,000 contract to reevaluate wastewater ‘local limits’

The Franklin City Commission voted to contract with Strand Associates Incorporated for a local-limits reevaluation of the city wastewater treatment and pretreatment program at a cost of $25,000. He described the sampling cadence: industries submit monthly reports, and the city performs its own sampling twice yearly and sends results to an external lab.
Commissioners asked how limits and testing are enforced; Koff said the city can surcharge or notice violations when industrial discharges exceed limits. The motion to approve the contract was moved and seconded during the utilities portion of the agenda and carried on a recorded voice/roll call in the meeting; the transcript records the item as approved.
