City awards $1.69 million contract for downtown street rehabilitation to Texas Materials

The Bastrop City Council on Oct. 14 approved Resolution R-2025-180 awarding a construction contract to Texas Materials for a downtown street rehabilitation project. Staff described the work as two phases covering segments of Water, Linden, Farm and Childers streets; the recommended contract amount is not to exceed $1,694,462.40 and staff said the work will be paid from bonds already issued.
Dean Donilon, senior project manager for Texas Materials, described the construction approach: "Remove 7 inches of existing road surface and base ... and replace it," with a typical block-level closure of about a week unless unstable soils are encountered. Staff said bores indicate an average of roughly 7 inches of base removal will be needed in many areas; mobilization is planned for November with a 26-week target schedule. Council discussed contingency planning, sidewalk coordination and ways to maintain limited access for residents during construction. The council voted to approve the contract with unanimous vocal assent on the floor.
