The commission recommended that council rezone roughly 7.398 acres at 2002 State Highway 95 from PEC Employment Center to a Planned Development District with a P4 base — a change staff said would lock in the proposed mixed‑use master plan for the property known as The Crossings at 95.
Engineer Sivas Shankar (Paradis Engineers) described the project as a mixed-use site with a ~4,000 sq ft restaurant pad, about 30 townhouses, and a four‑story building with 25,500 sq ft of ground-floor retail and approximately 54 apartment units above. The applicant told the commission they will coordinate with TxDOT to add a left and right turn lane on Hwy 95, improve Linden Street for secondary access aligned with the city’s thoroughfare plan, and provide roughly 180 parking spaces across the development.
Staff and commissioners discussed parking ratios and the PDD’s requested adjustments to parking-space dimensions and parking counts as a way to reduce impervious area. Staff noted the PDD provides a clearer, binding plan for future permit reviews compared with a straight EC (employment center) zoning. The commission voted to recommend the rezoning and staff said the case will go before city council on Sept. 9 for public information and possible action.
