Councilmember Jared Williams presented a three‑year partnership proposal on Aug. 10 through the Culture Corporation to host Lamarque Chargers football, summer camps and community tournaments at Highland Bayou Park and to reallocate existing funds currently paid to the school district toward park improvements. Williams said the program would require coordination on scheduling, insurance and maintenance, and that organizers would cover enhancements such as goalposts and a scoreboard.
Council and staff emphasized that no binding contract would be signed that night and that the city attorney and manager must draft an MOU that addresses liability, insurance certificates and any effects on the park master plan. As Mayor Bell put it, “We need to make sure that the contract is bridal [bridle]…we have to know that if by chance something happens that we have no control over we won't be held liable.” The council voted to direct staff to begin drafting the agreement and to return a formal MOU for council approval; staff will consult parks, legal and maintenance on logistics and costs.
