Staff said the development cannot advance until the Blakey Lane extension and associated water and sewer infrastructure are complete and that the extension is a coordination step while right‑of‑way and roundabout work with TxDOT are finalized.
The commission moved and seconded the request and, after a roll call, approved forwarding the extension for council consideration. Staff said the extension is a procedural item and does not change underlying development approvals; it preserves the applicant’s previously approved PDD while the public infrastructure work continues.
