The city manager offered to use a small existing discretionary fund and cover the remaining 50% so the council’s approval would permit staff to allocate funds without returning for further appropriation.
Board members and volunteers described fundraising efforts and operating shortfalls; Lisa Hayes (speaker 30), the shelter board president, said the organization receives many donations and runs active campaigns, but still operates in the red. Councilor (speaker 6) disclosed a potential conflict (a relative employed by the Humane Society) and abstained from the vote. The council approved the one-time 50% utility reduction for the upcoming year.
