Board agrees to serve as preservation partner for Envision Scribe Virginia Outdoors Foundation grant

Tom Steele of Envision Scribe told the board his nonprofit has applied for a Virginia Outdoors Foundation grant to protect a roughly 12.88‑acre parcel. Steele said the county’s role would be to hold a preservation easement that restricts subdivision and most development in perpetuity while allowing public use per agreed rules. He said the easement would cap impervious surfaces (the Foundation required limit was discussed around 12,000 sq ft) and that Envision Scribe would retain ownership but the county would have oversight authority under the easement.
Steele said the grant application requires a prevention partner and that the county’s role would not carry a financial obligation; he also said he had not yet received the draft deed language from the Foundation but that the Foundation had described the easement terms in writing. A board member asked whether a previously discussed DMV grant would force sidewalk work or removal of a corner oak tree; Steele said that earlier DMV plan included those items but they are not part of the current Virginia Outdoors Foundation plan.
The board moved to approve the county serving as the preservation partner and voted to adopt the resolution supporting Envision Scribe’s grant application. Steele thanked the board and said the group will proceed with grant steps and notify the county when the deed language becomes available.
