City Manager Sylvia presented the proposed FY2025–26 budget with total revenues of $71,616,000 and total expenditures of $68,231,000, reporting an estimated $3.38 million surplus across funds and detailed ending fund balances by department and enterprise. She highlighted priorities including street maintenance, adjustments to the vehicle/equipment replacement fund and no proposed public-safety staffing increases; she also outlined proposed CIP items, including $9.6 million for Old Iron Bridge rehabilitation and park improvements across the city.
After public testimony and discussion, Mayor Pro Tem Kirkland moved to adopt the staff-recommended budget package — including a staff one-time salary adjustment ($500 for full-time, $250 for part-time) — and to set the property tax rate at 0.5040 per $100 valuation (below the no-new-revenue rate). The motion included an amendment to program $100,000 from HOT funds over five years to support restoration work for Paul Quinn AME Church. The motion passed unanimously.
