EDC reviews draft administrative-services agreement with City of Bandera; attorney to refine scope

The EDC discussed a proposed professional services agreement under which the City of Bandera would provide administrative services for the EDC. Jill (S4) walked the board through the draft and explained that several exhibit fields (scope of services, reimbursement for city-hours vs after-hours work) remain blank and will be filled in before the board considers approval.
The board's attorney, Matt (S6), confirmed the arrangement is permitted under the EDC bylaws and advised that the draft must be specific about what city staff would perform and how time will be tracked and billed. Board members said they want the agreement broad enough to cover routine administrative tasks but constrained to avoid asking city employees to perform unfamiliar duties. Concerns included tracking hours and ensuring city duties take precedence during business hours.
Staff committed to working with the attorney to prepare a new draft for the next regular meeting and to include clearer billing options (monthly invoices to record EDC time). The board will revisit the contract for possible formal approval at the upcoming regular meeting.
