Water availability and the identity of a retail water provider became a focal point of the PDD hearing. Linden Sisk told the commission the property is inside a CCN area currently held by Texas Water Company and asked when applicants must provide proof of water availability. Sisk said the CCN holder had placed a hold on water for other subdivisions and asked when a water availability report would be provided.
Applicant representatives and staff replied that the project team has a term sheet with a wholesale water provider (identified in the hearing as Texas Water Supply) and is seeking a retail provider or other mechanisms (CCN transfer, MUD, or qualified third‑party). As Brooke Lynn Hall (staff) explained, municipalities generally can require proof of a retail water provider at the planning stage, not at the zoning/PDD stage. The applicant stated, "We have a path forward for water today," while acknowledging that final retail agreements and TCEQ permitting remain to be completed. Commissioners asked for documentation for the council packet and warned that a missing retail provider could stall platting at the planning stage.
