The Bulverde Planning & Zoning Commission voted to forward a recommendation of approval to the City Council for a cut‑variance at 120 Bulverde Crossing filed on behalf of BCO 3 LLC. Staff described the request as an exception to the city’s maximum cut standard: the development proposes a maximum cut of approximately 7.037 feet below natural grade and asked for an additional 3.037 feet in a limited red‑zoned area to create a more level buildable pad for two office buildings adjacent to an existing Home Depot parking area.
Applicant representatives told the commission the site has only about 1.25 acres of buildable space, that Home Depot would not permit ingress/egress that could avoid the cut, and that a small retaining wall and landscaping will be provided. Commissioners asked about tree impacts and aesthetics; the applicant said landscape plans will be submitted. A motion to recommend approval to council was made, seconded and approved by voice vote.
The recommendation to council does not itself authorize construction; final engineering and any required permits must be approved at subsequent stages.
