Committee approves direct dealer purchase of three replacement vehicles after Ford Lightning order issues

The Sewer and Water Committee recommended dispensing with further competitive bidding and approved direct purchases of three replacement vehicles, including Ford Lightning electric vehicles, for a total price not to exceed $241,500.
Dan Lewis, the district's director of utilities, told the committee the district's earlier March 11, 2025 order for a 2025 Ford Lightning will not be fulfilled. "Recommendation is to dispense with competitive bidding, purchase of 3 replacement vehicles, and purchase directly from the dealer with in stock inventory for a total price not to exceed $241,500," he said, adding that Capitol Ford and Downtown Ford in Sacramento are the dealer contacts staff is pursuing.
Lewis said the district's 2025 and 2026 fleet budgets include EV replacement vehicles and that the vehicles being sought match the existing fleet to simplify maintenance. Because Ford has discontinued the Lightning, staff concluded additional competitive bids would be unlikely to yield a competitive advantage and recommended approval by consent. The committee indicated the item was acceptable "for consent" and moved it forward as a consent item.
