The board agreed to prioritize speed and to appoint a former board member, Barry Kinsey, rather than open a full application window.
Palmer described the profile desired for an appointee as someone not planning to run in the fall and with prior board experience. The board’s unanimous vote to adopt the resolution implementing that approach cleared the way for the clerk to set a swearing-in on July 10, 2025.
