The St. Anthony-New Brighton School Board voted 5-0 on June 10 to appoint Barry Kinsey to a school board seat with a term running through the first Monday in January 2028. Dr. Cassandra Palmer, vice chair, read the resolution and announced the appointment: "Barry Kinsey is hereby appointed to fill the vacancy and to serve until a successor is elected and qualified." The motion to approve the resolution was made by Laura Oksnevad and seconded by Mike Overman.
The resolution cites Minnesota Statutes, Section 123B.09, Subd. 5b, and states the appointment will take effect 30 days after adoption unless a valid petition to reject the appointee is filed with the district clerk within that 30-day period. Clerk Laurel Hood scheduled a special meeting for July 10, 2025, at 5:30 p.m. to swear in the appointee and to elect the board chair. The board agreed to use a streamlined appointment process rather than reopening a full application process because of the short timeframe before the election.
