Director Salvaggio asked whether counsel had analyzed the Midland County case and whether the district’s approach would pass an equal‑population test. He also urged precise drafting on residency requirements and what happens if boundaries change midterm: "We're not talking about candidates... If they win, they have to be residents within a particular zone by the time they're sworn into office," he said. Director Vidal argued high‑school attendance areas better reflect community representation than census blocks. Trustees agreed to have Director Salvaggio work with the superintendent and legal counsel to tighten the language and return a revised draft in September.
