Staff presented revisions to policy KL and its administrative rule (AR), including new language that would require the superintendent to inform the board chair and vice chair of complaints "twice annually at a minimum." Trustees and public commenters pressed staff about a separate sentence in the AR that reads, in effect, that "the decision of the superintendent or designee constitutes the final decision of the district." Director Salvaggio said he had a "fundamental concern with the board subrogating their authority in such a manner" and warned against cutting the board out of the appellate role.
Public commenter Athena Contreras told the board she opposed restrictions that would prevent people from filing complaints on behalf of others, arguing that the change "erodes public interest" and could limit groups or PTAs from raising concerns. Kara Clark urged the board not to vote on the policy in summer, saying the district should "slow it down" and allow families to weigh in when school is in session; she noted federal offices handling civil‑rights complaints are undergoing staffing changes and that families need clear local recourse.
Trustees acknowledged the tension between creating a usable complaint procedure and preserving board oversight. Several members recommended returning the draft to legal counsel for clearer language that preserves the board's discretionary appellate role and does not apply changes retroactively to complaints already filed. Chair Shoemaker and staff said this discussion would be treated as a second read and brought back for additional review in September.
