Council agrees to raise parking fines, considers higher Marina transfer to shore up budget

As part of revenue measures to keep the FY 2026–27 budget balanced without raising the millage rate, Vero Beach councilors agreed to raise parking fines and explore increasing Marina transfers. Mr. Falls estimated that increasing parking tickets to $50 could yield about $60,000, and council agreed to raise the fine to $40 and to enable online payment by credit card for public convenience.
Council also concurred with a staff recommendation to raise Marina transfers to 10% and asked staff to study how that would affect Marina operations and repayment of loans to the General Fund. Marina Director Sean Collins said the Marina’s dockage revenues totaled about $204,000 year-to-date and that increasing transfers could affect the Marina’s ability to repay funds loaned by the City; staff will include a survey of surrounding jurisdictions’ fee structures to provide context.
