Board adopts updated operating agreement after failed amendment to strike time limit

The Medford School District board approved an updated Board Operating Agreement on Sept. 18 after discussion about media communications and proposed time limits for school visits.
Directors debated balancing structured time limits against the need for meaningful interactions with staff and students. Sandra LaNier McHenry moved to approve the updated agreement; Lilia Caballero seconded. Michael Williams offered an amendment, seconded by Angela Zbikowski, to remove the phrase "not to exceed 1 ½ hours" from the proposed agreement; the amendment failed on a 3–4 roll call. The main motion passed 5–2 on a subsequent roll call vote. Chair Kendell Ferguson said she had not received proposed language changes and noted the Oregon School Boards Association had provided suggested edits; staff will incorporate OSBA feedback and present a revised draft at the next meeting.
Board discussion included a suggestion of a six-month trial of any time-limit approach and an agreement that at least two members would attend each visit. The board's vote adopted the updated operating agreement while leaving the conduct-policy review open for additional OSBA-recommended edits.
