Consultant Dylan Thisse of Wright‑Pierce outlined an Asset Management Plan the firm prepared for the Town of Keene under an Essex County grant. The presentation included an inventory of 41 assets for Water District #1 and 56 assets for Water District #2; it ranked assets by probability and consequence of failure and recommended management strategies from 'critical replacement and renewal' to 'run to fail.'
Thisse summarized the plan's outputs and cautioned they are planning‑level estimates. "The Capital Improvement outputs are planning tools Not exact amounts Estimates of possible magnitude of costs Based on renewal year No requirement to take action," the presentation text states. Slides identified specific high‑priority items (sodium hypochlorite metering pumps, VFDs for well pumps, control panels) and provided sample renewal years and material cost estimates to guide budgeting.
The consultant recommended annual updates: "Maintain and revisit your asset management plan at least annually Revise asset information as inspections, rehabilitation, and repair projects are completed. Begin planning and budgeting now!!!" The board accepted the presentation and will use the outputs to prioritize work and refine budgets; no capital contracts were approved at the Jan. 28 session.
