The Mansfield Affordable Housing Committee on Thursday reviewed SR Yukon Owner LLC's proposal to rezone the Carriage House site to a Planned Housing Design District and to submit a master development plan for a 192-unit residential project.
Evan Seaman, the applicant representative, described the project as a comprehensive redevelopment: "we are proposing to redevelop the site with 192 units and, I believe, 33 multiplex townhome style buildings," and said the team has scheduled a public hearing before the planning and zoning commission on August 17. Seaman and the project engineer noted wetlands and steep slopes reduce the developable acreage, meaning the rezoning and master development plan are the required procedural steps before any site-plan approval.
Tyler King of CHA, the civil engineer on the project, explained the site layout would be accessed from Hunting Lodge Road with a central drive, parking courts and a centrally located clubhouse. King also said the plan includes bike racks "just as required by the Mansfield zoning." The presenters said some parts of the west third of the property will remain undeveloped because of environmental constraints.
Committee members pressed the applicant on process and next steps. Jennifer Kaufman, director of planning and development and the staff liaison, reminded members that the committee provides a recommendation to the elected planning and zoning commission, which has the ultimate decision. The applicant said wetlands permits and later site-plan review will be needed if rezoning is approved.
