Council introduces home-occupation zoning changes to tighten nuisance protections

The Jurupa Valley City Council voted 5-0 on Aug. 6 to introduce a zoning ordinance update that changes how home occupations are regulated.
Principal planner Thomas Gorham summarized revisions included in Zoning Code Amendment ZCA 24,004 and the draft ordinance (Ordinance No. 2026-07). Key changes replace fixed limits on non-resident employees with performance-based standards; require customer visits to be by appointment and limited to 8 a.m. to 8 p.m.; allow incidental retail sales only when subordinate to the home occupation; permit group classes if they do not create parking, noise or safety nuisances; and require licenses and registrations to be maintained on-site for inspections.
Council opened the public hearing on the ordinance, heard no public testimony on this item, and approved introduction for first reading with a unanimous vote. The ordinance includes an express finding that the amendment is exempt from the California Environmental Quality Act (CEQA) under specified sections cited in the staff report.
