Albany Avenue pedestrian project awaits final DOT encumbrance; Albany water-main work closes out

Trustee James Mark Browne told the board on Nov. 13 that NYSDOT Region 8 signed the final Initial Project Proposal/Final Design on Oct. 8, 2024, and the village is awaiting the state's final encumbrance of federal funds before final design can proceed for the Albany Avenue Pedestrian and Bicycle Improvement Project.
Browne noted the village bonded $501,000 to secure the DOT grant and has since reduced the outstanding bond by prior reimbursements; $351,000 remained on the bond account at the time of the meeting. He said the federal fiscal-year timing and the state routing of funds mean the final encumbrance step is the remaining procedural hurdle.
On related infrastructure, the Albany water-main construction was described as 100% complete and slated to close out by year-end; the village plans to use residual under-budget funds to begin partial design work for a William Street water-main upgrade. Trustee Browne and DPW leadership also reported the WIIA water grant application was denied this year, and any lawn restoration will likely require spring seeding.
