Board reviews integrated guidance plan and flags state funding uncertainty

"The integrated guidance is the the SIA dollars, it's early literacy dollars, high school success, and an early indicator dollars," S1 said, describing how the district would prioritize sustainability and refine supports rather than start new short-term projects.
S1 told the board the plan assumes preliminary allocation numbers are nearly final but that early literacy funding remains "questionable" under the current governor. The chair said the district built staffing into the plan—adding a second student success coach FTE and more special-education support—so funds would be available to sustain programs such as high-dose tutoring and family liaison services that address attendance barriers. S1 also warned that some previously important funding streams could disappear, citing "House Bill 34" as an example of legislative change the district must plan around.
The presentation included discussion of how state-level restrictions could tie new funding to specific test outcomes (for example, 3rd-grade reading and 8th-grade math metrics) and how that could constrain local flexibility. Board members asked for clarity on which positions are currently grant-funded and which would be prioritized for permanent budgeting if state dollars decline. The board voted to accept and forward the integrated guidance plan for submission to the Oregon Department of Education for review.
