Commission reviews STR compliance, ADU standards and nuisance approach; staff to report STR CUP totals next month
Summary
Commissioners said short-term rental compliance has stabilized after enforcement; they reiterated that the ordinance requires a CUP and spacing of about 500 feet. ADU livability standards (existing guidance: up to 25% of backyard area) were discussed and no changes were adopted. The commission supported a hybrid nuisance approach (education plus complaint-driven enforcement) and asked staff to return with a current STR CUP count.

At the Feb. 24 meeting staff reported no new business licenses and no new residential or commercial CUPs since the prior meeting. Commissioners noted that short-term rental (STR) compliance has improved following prior enforcement and education; the commission reaffirmed that the ordinance contains spacing limits (about 500 feet between units) and that STRs require a CUP for licensure. Staff was asked to prepare and present the current count of STR CUPs at the next meeting.
Commissioners also discussed accessory dwelling unit (ADU) standards and expressed concern about small, substandard ADU designs. The minutes cite an existing guideline (ADUs up to 25% of backyard area) and record that the commission chose not to change standards at this time but will consider future review. On nuisance enforcement Glenn Williams recommended a hybrid approach that combines education (newsletters), complaint-driven enforcement, and volunteer assistance for residents who need help. The commission supported continuing mailed newsletters while digitizing content and asked the chair to provide periodic newsletter items.
