Birdsall Construction submitted an invoice for $211,629.60, which the board approved, bringing the reported completed net value to $634,457.34. Four change orders totaling $21,070 (about 3% of the original bid) raised the low‑bid contract to $694,884. Trustee Browne said only hydroseeding and final closeout tasks remain; further decisions about Williams Street improvements will depend on Environmental Facilities Corporation (EFC) grant/loan determinations.
