District plans Meeks Bay sewer relocation; $45,720 design contract proposed for consent

Sarah Busan Johnson, director of engineering, told the committee that Caltrans’ replacement of the Meeks Bay Bridge and US Forest Service restoration work will change creek and bridge elevations and put the district’s existing sewer line in conflict with the proposed design. She said staff found an inactive sewer alignment through a U.S. Forest Service campground that appears workable for relocation.
"Compensation with a not to exceed value of $45,720," Johnson said, describing the proposed agreement with LaFrancois Engineering to complete final design and bid documents so the district can put the relocation out to bid and construct it this fall. She said the district had originally planned the work for 2027 but is bringing it into the 2026 capital plan due to the Caltrans schedule.
Staff said they CCTV-inspected the existing sewer and "saw a significant sag" downstream, framing the relocation as both a maintenance repair and a way to avoid complex coordination and bypassing related to the Caltrans project. Johnson said coordination with Caltrans and the U.S. Forest Service has proceeded quickly to obtain permits and special-use authorization for the alignment. The item was proposed for the consent agenda.
