Colton council reviews 4th Street roadway and utility plans; construction slated May–Oct 2026

Banner Associates presented the 4th Street Roadway and Utility Improvement Access Plan at the Dec. 8 Colton City Council meeting, displaying poster boards and printouts for the public to review. Mayor Bunde opened the meeting; Weston Blasius and Alex Welbig described funding, design status and schedule for the project.
"4th St Roadway and Utility Improvements design is 90% complete," Weston Blasius said, and told the council that "Final plans will be submitted to DOT by January 15, 2026." Council members and members of the public asked about business-access signage and requested additional alleyway access signs. Council and Banner Associates clarified that sidewalk construction costs for property owners on 4th St will be paid from grant funding and are not the property owners' responsibility within the project area.
Speakers also raised questions about contract timeline provisions and contractor penalties; staff said timelines could be adjusted for justifiable weather or project delays. The council will provide Banner with light‑pole options to finalize design work. Justin Koepp of Electric Construction Co. later presented four roadway lighting and signage options; the council tabled a final lighting decision to the Jan. 12 meeting.
