Council sets December public hearing on proposed amendments to chicken rules, including up to 10 hens in RR‑1

Planning Commission Chair Amanda Hawkins told the council that the planning commission redlined changes to the proposed chicken ordinance and recommended sending it to council for further review. The text in the minutes and ordinance draft would allow "the keeping of up to 10 chickens in a coop and run enclosure in accordance with Ordinance Section 96.12" in the RR‑1 district, with size limits (20–30 square feet for coop and run), setbacks (50 feet front/rear, 30 feet sides) and a 12‑month removal rule if no chickens remain on the property.
Councilmembers expressed differing views during the Nov. 5 discussion: Councilmember Danita Traut opposed allowing chickens in R‑1 citing concerns about noise and roosters; Councilmember Steve Trobec expressed similar concerns. Councilmember Tom Vouk said that RR‑1 parcels (minimum two acres) are less likely to raise neighbor conflicts. On a motion by Danita Traut, seconded by Gene Skaj, the council scheduled a public hearing in December to consider the amendments.
